Congressman Fong demands transparency on $537.3M high-speed rail change order
Valley Congressman Vince Fong is calling for transparency after the California High-Speed Rail Authority approved a $537.3 million change order, marking the largest in the project’s history.
Dragados Flatiron Joint Venture, the contractor for the 65-mile segment through Fresno, Tulare, and Kings counties, has already received 597 change orders totaling over $2.3 billion as of November 2025.
Fong criticized the ongoing contract modifications, citing concerns over fiscal oversight and the use of federal taxpayer funds on a project that is delayed and over budget.
“Taxpayers deserve full transparency and accountability,” Fong said.
He described the project as a “high-speed rail nightmare” and called for its cancellation to prevent further waste of resources.
